Yes. Basic strategy cards are legal in most casinos and dealers see them all the time. You can keep one on the felt and check it between hands. It's just the math of the cards, not card counting, so there's nothing to object to.
The most common game: a 6-deck shoe, dealer stands on soft 17, doubling after split allowed. If your table hits on soft 17 or uses fewer decks, a few edge cases shift slightly, but this is correct for the table you'll most likely sit at.
Blackjack. Following the chart drops the edge to about 0.5%, the lowest of any common game, and it has the most to memorize. The other cards are short because the smart play comes down to one or two rules.
